Director
Sead has over 20 years of professional experience in various reform initiatives in public sector in Bosnia and Herzegovina, with the special focus on sectors of governance, justice and security. Sead is a director of Lucid Linx from 2008 and in this capacity, he oversees all Lucid Linx projects and provides consultancy services on various development projects. Sead’s expertise includes institutional capacity building, policy development and strategic planning, and he delivers programmes in the areas of strategic management, strategy and policy development, facilitating and coordinating policy leadership and strategic visioning, as well as dialogue across managerial and political boundaries, organizational and inter-organisational learning in public service and culture change. He worked with a number of key donors in Bosnia and Herzegovina, including: European Commission, United States Agency for International Development (USAID), Swiss Agency for Development and Cooperation (SDC), United Nations Development Programme (UNDP), UK Foreign and Commonwealth Office, Department for International Development (DFID), and many others.
Prior to joining Lucid Linx, Sead was the Country Programme Manager for five years on the UK Government’s largest justice sector project in North-Western Balkans. The project was implemented by a consortium of companies led by Atos Consulting from the United Kingdom and it was awarded with the MCA Gold Award Best International Project in London in 2007. Sead also acted as short-term expert on several UK Government projects in BiH in the justice and security sectors. He was also a part of the Office of the High Representative team, as an expert in the constitutional law, and the European Commission’s support to the state level institutions in BiH.
Sead holds LL.M. in Comparative Constitutional Law from Central European University and B.A. in Prelaw and International Relations from Grand Valley State University. In addition, he is a certified trainer with BiH Civil Service Agency.
Nina Karađinović
Senior Consultant
Nina is a criminal justice consultant with close to 20 years of professional experience in sectors of justice and security, providing technical assistance to the rule of law reforms and processes in Bosnia and Herzegovina and managing individual technical assistance projects. Nina has been a part of Lucid Linx since 2008, working with governmental institutions (including: High Judicial and Prosecutorial Council, BiH Security Ministry, Justice Ministries in BiH, Interior Ministries in BiH, Gender Equality Agency, and law enforcement agencies, courts and prosecutorial service, detention and correctional facilities, and social welfare services) to affect institutional and organisational changes in line with principles of good governance and international standards.
Nina has worked with key donor agencies in Bosnia and Herzegovina, including European Commission (EC), United States Agency for International Development (USAID), Canadian International Development Agency (CIDA), Swedish International Development Cooperation Agency (Sida), Swiss Agency for Development and Cooperation (SDC) and UK Foreign and Commonwealth Office (FCO), on wide range of police, judicial and prison sector reforms. Furthermore, she has worked with a number of United Nations (UN) agencies, including: UN Women, United Nations International Children’s Emergency Fund (UNICEF), United Nations Development Programme (UNDP) and United Nations Population Fund (UNFPA). In this capacity, Nina has provided technical assistance for the BiH justice and security institutions in criminal justice policy analysis, development of instruments for collection and analysis of criminal justice statistics, capacity development of justice and security institutions in a number of areas of criminal justice policy, and she has advised relevant ministries and agencies on the reforms necessary to meet the standards of European Union in the area of Justice and Home Affairs.
Nermin Kadribašić
Consultant
Nermin is a rule of law and anticorruption consultant with more than 13 years of professional experience in providing technical assistance to the rule of law, security and criminal justice processes and reforms in Bosnia and Herzegovina. Furthermore, he has rich experience in analysing justice and security legislative, institutional and organisational issues, organizations and facilitation over 20 Collegiums of Chief Prosecutors in FBiH and RS, and especially, in monitoring anti-corruption developments, judiciary responses to corrupt behaviour and efforts to combat corruption. Nermin has joined Lucid Linx in 2015, and since then, has worked on justice sector and anti-corruption projects with some of key international donors such as United States Agency for International Development (USAID), Swiss Agency for Development and Cooperation (SDC), Regional Anti-Corruption Initiative (RAI) and British Embassy Sarajevo.
Prior to joining Lucid Linx, Nermin has worked both with donor agencies and non-governmental organisations in Bosnia and Herzegovina, including: USAID, United Nations Development Programme (UNDP), Organization for Security and Co-operation in Europe (OSCE), European Commission, The Royal Norwegian Embassy in Sarajevo and Transparency International, with a strong focus on anti-corruption policies, strategic planning, conducting numerous desk-reviews, report writing, conducting numerous analyses and gap analyses, producing policy and research papers and preparation and delivery of trainings. In addition, Nermin was a member of the inter-agency working group for the development of Strategy to Combat Corruption and the Action Plan against Corruption in Bosnia and Herzegovina for 2015—2019. He was a member of Zenica Doboj Anti-Corruption Team. He was a president and a member of Justice Sector Working Group within ACCOUNT in Bosnia and Herzegovina for three years.
Nermin holds Master’s degree in Criminal justice sciences—Economic crime from US Ministry of Justice (ICITAP) and Faculty for Criminal Justice, Criminology and Security Studies of University of Sarajevo and Bachelor’s degree in Criminal justice sciences from University of Sarajevo. Nermin is a doctoral candidate in criminology at University of Sarajevo.
Dejana Grbić-Velagić

Dejana is an experienced professional with almost 20 years of experience working on design, implementation, coordination and management of donor-funded projects, development and deployment of communication and PR policies, developing project documents and reports. In these roles, she worked with some of key donors in Bosnia and Herzegovina and the Western Balkans, including the European Union, UK Foreign and Commonwealth Office and Austrian Development Agency.
She has an in-depth knowledge of the B&H justice system, as well as extensive experience in development and implementation of ICT solutions in the B&H judiciary. Moreover, she has a regional cooperation experience in Southeast Europe in the area of prevention and fight against corruption.
She also has a notable experience in working with the civil society organisations in Bosnia and Herzegovina on human rights and gender equality.
Dejana holds a Master’s degree in State and Non-government Organisations’ Management and a Degree in Informatics and Computer Science from the University of Sarajevo.
Sunčica Đukanović
Associate
Suncica has more than 5 years of professional experience in non-governmental and international organizations in the civic engagement sector, providing technical assistance in human rights and peace education processes in Bosnia and Herzegovina and managing individual technical assistance projects. Sunčica has worked as a project coordinator, project assistant, trainer, and facilitator in BiH and abroad.
Suncica has collaborated with numerous organizations, including the Organization for Security and Cooperation in Europe (OSCE), Caritas, Catholic Relief Services (CRS), Regional Youth Cooperation Office (RYCO), including a number of United Nations (UN) agencies: United Nations Population Fund (UNFPA), United Nations Children’s Fund (UNICEF), United Nations Development Programme (UNDP), United States Agency for International Development (USAID) and International Organization for Migration (IOM). She worked in several fields: peace education and interethnic and religious dialogue, intercultural cooperation, support programs for marginalized groups on local integration of displaced persons, public information, research, and advocacy and gender equality and EU integration, and Social Policies.
Suncica has a Master’s degree in Security and Peace Studies and a Bachelor’s degree in International Relations and Diplomacy from the University of Sarajevo’s Faculty of Political Science, complemented by the International Security and Development program – ISAD, at Center for International Studies and Development – at Jagiellonian University in Krakow. Suncica has also completed several academic programs for young professionals, including a “BOLD Institute on Civic Engagement” Fellowship at the University of Nebraska, Omaha, In-Peace Training in Reykjavik, Iceland, and Security Policy and Development Training at the Peace Support Operations Training Center (PSOTC).
Emir Budalica
Contracts and Invoicing Officer / IT Specialist
Emir is Contracts and Invoicing Officer / IT Specialist at Lucid Linx. He has more than 20 years of experience in implementing international development projects, with the focus on projects implemented by United States Agency for International Development (USAID) in Bosnia and Herzegovina.
His professional path included a wide range of roles, ranging from interpreter to program coordinator, which allowed him to attain a unique multi-faceted approach and deep understanding of principles and modalities of functioning of the reform projects and programmes in Bosnia and Herzegovina.
More recently, his work focuses on financial-administrative and IT tasks.
Lucid Linx provides technical assistance and project management for development projects in the public sector through a well-established network of local and international experts who specialise in different professional areas related to the EU integration and wider reform processes. We deliver a variety of public sector development services, ranging from planning, design and implementation, to evaluation of public sector reform projects. We initiate policy reforms to improve governance, public service cost effectiveness and accountability. We work to establish a reform framework which links strategic objectives of our clients with relevant sectoral strategies, as well as their performance and human resources management at the institutional level. Thus we are able to maximise benefits for both public sector institutions and citizens.
